On Friday, November 18, 2011, President Obama signed an Agricultural appropriations bill into law which, among other things, contains language that allows for the refinancing and reauthorization of the federal inspection program for slaughterhouses that process horse meat. This is the first time in 6 years that the funding request for the inspection program has been granted; it was orignally defunded in 2005 by Congress, and has been voted down every year since then until now. I’m interested in knowing what peoples’ responses to the new law are. In my own case, I disagree with it, because I know that it will cost the American taxpayers MILLIONS of dollars once the new plants get built ( currently, at least 8 states have plans to build horse slaughter houses, and there are more in the works) and the inspection program is up and running. When we had the program before, it was costing US taxpayers about 5 million dollars a year- and the companies which owned and ran the slaughter houses ( such as Cavel, which owned the one in Illinois near Chicago) were skimming off profits of up to 5 times that much and more. The money wasn’t going back into the US economy, either. Instead, it was getting sent back to the countries where these slaughter plant owners are based, which meant that it was going to Europe and to Asia. The slaughter plant operators who want to build here now are all foreign owned, foreign based companies- Cavel’s headquarters are in Brussels, Belgium. They exist solely to serve the European and Asian markets, because virtually every US state prohibits the sale of horse meat for human consumption. And instead of requiring these companies to pay licensing fees which would support the federal inspection program, the president and Congress have set up a situation which will force the taxpayers to do it. Yes, the inspection program will create a few new jobs, for sure- but whatever benefit results from that will be more than offset by the new taxes which all of us will pay. That is why I object to the new law. I also object for another reason- primarily because I know that reopening the slaughter plants is NOT the way to solve the problem of horse overpopulation in this country, despite what the president and Congress have been led to think. The only REAL way to solve that problem is to put a stop to the overbreeding of horses which has been going on for decades now. Unless and until that is done, the situation isn’t going to get any better. These are just my thoughts about the new law, mind you. I’m not commenting on the rightness or wrongness of them. As I said, I want to know what people here think of this. Please, no rudeness. This is a civil discussion.

Notwithstanding that 70% of Americans oppose horse slaughter, that President Obama made a campaign promise to permanently ban horse slaughter and exports of horses for human consumption (horses can be sent to Mexico and Canada), that documentation of animal cruelty, slaughterhouse stench, fluid runoff and negative community impact exists, it is taxpayers that will bear the costs!
In a bipartisan effort, the House of Representatives and the United States Senate approved the Conference Committee report on spending bill H2112, which among other things, funds the United States Department of Agriculture. On November 18th, as the country was celebrating Thanksgiving, President Obama signed a law, allowing Americans to kill and eat horses. Essentially, one turkey was pardoned in the presence of worldwide media while in the shadows, buried under pages of fiscal regulation, millions of horses were sentenced to death.
Horse slaughter has been prohibited in the United States as funding for inspections of horses in transit and at slaughter houses was non-existent. This worked because the horse meat cannot be sold for human consumption without such inspections. The House version of the bill retained the de-funding language and the Senate version did not. The conference committee charged with reconciling the two opted to not include it. The result is that it is now legal to slaughter horses for humans to eat.

Send a postcard today, more the better, asking the President to sign an Executive Order making it illegal to slaughter or transport a horse for slaughter; OR push Congress to quickly pass H.R. 2966 / S. 1176.
We need big numbers, so that means our horses need everyone to take this quick and easy step. I started on this already, thing is we will have people just ranting rather than helping, reason I didn’t post here Y!A..we tend to get some rude individuals

Finally, I agree with you 100%Starlight 1 “That the only only “REAL” way to solve that problem is to put a stop to the over breeding of horses which has been going on for decades now. Unless and until that is done, the situation isn’t going to get any better”.
@Starlight 1, I believe an agreement reached by adjustment is necessary, overall breeding needs to change anyway, stopping or cutting back might help them to work harder on that and work with what they have, rather than over breeding..compromise is a must, there are all types of solutions, however, we can’t do it alone!

May I ask what you suggest they do about the over population of horses? Horses are being dumped, neglected and starved as well as abused. They are sold to kill buyers at auctions and shipped to Mexico where they are horribly abused and shot numerous times in the head. They are also buthered while they are still alive. Well this will continue if the slaughterhouses are not re opened. So where is your barn so all the unwanted horses can go to you so you can feed them. All the rescues are full and out of money.
